Demolition requires a proper project
According to the Building Code, demolition work falls under construction. Therefore, demolition of buildings must be carried out in accordance with the provisions of the code.
Demolition work may pose a much greater risk than erecting a new building.
The most important requirement is that demolition must be designed, just like the reconstruction or erection of a building. Similarly, a project that only indicates the structures to be demolished, but does not include the exact methods of dismantling, is not enough in demolition.
The project must be coordinated with all utility network owners and the owners of neighbouring properties.
The demolition project must be as detailed as a working design. It must include:
a geodetic base plan;
a dendrological survey;
the safety requirements for demolition work, the order of work and, if necessary, the methods of temporary support of structures;
the joint solutions of the elements to be dismantled and the methods and order of disconnecting the joints;
if available, extracts of the joint solutions in the design project of the building to be demolished;
the approximate amount of the demolished materials;
the use and disposal locations of the demolished materials;
the quantities of hazardous waste by type and the subsequent disposal of each type;
the safety requirements of the demolished materials and waste management; and
the conditions for disconnecting utility lines and their locations.
As demolition falls under building activities, it is required to follow the requirements applicable to contractors when carrying out demolition works. In accordance with the Building Code, construction (including demolition) can only be carried out by persons registered in the Register of Economic Activities. Construction of private residences, summer houses, garden houses, farmhouses or small construction works for personal use are an exception to this. Therefore, when providing services, the undertaker must always be registered in the Register of Economic Activities.
